Educational Qualification & Experience:

1.Deputy Controller of Explosives

ESSENTIAL:

(A) EDUCATIONAL: Degree in Chemical Engineering / Technology from a recognized University/ Institution or equivalent or Master’s Degree in Chemistry from a recognized University or equivalent. (i) Associate ship Diploma of Institution of Chemist(India) recognized as equivalent to M.Sc in Chemistry. (ii) Associate Membership Examination of the Indian Institute of Chemical Engineers (A.M.I.I.Ch.E) recognized as equivalent to Degree in Chemical Engineering. (iii) Associate Membership Examination of the Institution of Engineers (India) Kolkata recognized as equivalent to Degree in Chemical Engineering.

(B) EXPERIENCE: Three years experience in Chemical works or in manufacturing and handling of explosives and /or in compressed gases and/ or refining of Petroleum. DESIRABLE:- Doctorate Degree in any branch of Chemistry or Master’s Degree in Chemical Engineering / Technology from a recognized University / Institution or equivalent. NOTE-I: The qualification are relaxable at Commission’s discretion in case of candidates otherwise well qualified. Note-II: The qualification(s) regarding experience are relaxable at Commission’s discretion in the case of candidates belonging to Scheduled Castes in respect of posts reserved for them, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them. DUTIES: Administration of Explosives Act and Petroleum Act and various rules framed there under. Grant / renewal etc. of Licenses under the Explosives Rules, Gas Cylinder Rules, Static and Mobile Pressure Vessels (U) Rules, Carbide of Calcium Rules, Cinematograph Film Rules and inspection of licensed premises under the above rules. Examination of explosives. Training of Public and other officers in detection and handling of Bombs etc. HQ: Nagpur (Maharashtra).

2.Scientific Officer (Electrical)

(A)EDUCATIONAL: Master’s Degree in Physics or Degree in Electrical Engineering or Degree in Electrical and Electronic Engineering or Degree in Electronics and Telecommunication Engineering from a recognised University or Institute.

(B) EXPERIENCE:: One year’s experience of advanced electrical or electronics measurements in a Laboratory or one year’s experience in the field of testing and development of Electrical Stores like Motors or Switchgears or Lamp and Photometry or Batteries or Cables or Electrical Accessories etc. experience Calibration of Electrical measuring instruments and equipments as per Indian Standard or International Standardisation Organisation or International Electro technical Commission Norms. NOTE : Qualifications are relaxable at the discretion of Union Public Service Commission for reasons to be recorded in writing in case of candidates otherwise well qualified. DUTIES: The responsibilities of Scientific Officer include testing & evaluation of concerned laboratory samples and he/she will work in connection with the Development of Testing methods for these materials. He/She will also be responsible for performing the day to day work of the Scientist B in their absence, including issuing the samples to Scientific Assistants & signing the fair Test Certificate. HQ: Headquarter is in Kolkata with liability to serve anywhere in India.

3.Junior Technical Officer

 (A) EDUCATIONAL: (i) Degree in Mechanical / Electrical / Telecommunication / Civil / Marine / Naval Architecture / Industrial Engineering from a recognized University or equivalent. “ Interpretation of “Equivalent” here means any Technical Institutions recognized by AICTE/UGC and not to be considered as educational qualification”.

(B) EXPERIENCE: Three years professional experience in Dockyard / Shipyard in refit of ships / Shop Floor Monitoring / Data Analysis and Programming / Electrical works / Engineering Works / Construction / Installation of Weapon equipment / Civil Engineering Works / Preparation of underwater paints / Docking and undocking of ships / Production, Planning and Control / Sonar / Radio / Radars. NOTE-I: Qualifications are relaxable at the discretion of Union Public Service Commission for reasons to be recorded in writing in case of candidates otherwise well qualified. NOTE-II: The qualification (s) regarding experience is/are relaxable at the discretion of Union Public Service Commission in case of candidates belonging to Scheduled Caste/Scheduled Tribes, if at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing requisite experience are not likely to be available to fill up the posts reserved for them. DUTIES: Evolution and execution of work pertaining to ships refit modernization, additions and alterations to keep the ships ready for operations. Besides he will be responsible for preventive maintenance routines, schedules, periodicity and refit planning with reference to capacities of work centers of Dockyard. In addition, responsible for maintenance and upkeep of dry dock. HQ: Integrated Headquarters, Ministry of Defence (Navy).

4.Specialist Grade-III (Cardiology)

(A) EDUCATIONAL: (i) A recognized MBBS degree qualification included in the First Schedule or second Schedule or part II of the Third schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of Educational qualification included in the Part II of Third Schedule should also fulfill the conditions specified in sub-section (3) of section (13) of the Indian Medical Council Act, 1956 (102 of 1956). (ii) Post-Graduate Degree in the concerned speciality or Super-speciality mentioned in Section-A in the Schedule-VI i.e. Doctorate of Medicine (Cardiology). NOTE-I:Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from the schedule to the Indian Medical Council Act, 1956 (102 of 1956) consequent to recognition granted or withdrawn by Government of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI. NOTE:-II: The Post Graduation Medical qualifications awarded by any Indian Universities, must have been included in the Schedules to Indian Medical Council Act, 1956 (102 of 1956) for the purpose of Schedule VI. NOTE-III:- In the case of holders of Doctorate of Medicine (DM) or Magister Chirurgiae (M. Ch.) qualification of five years duration, the period of Senior Post Graduate residency rendered in the last part of the said of Doctorate of Medicine (DM) or Magister Chirurgiae (M. Ch.) shall be counted towards requirement of teaching experience. NOTE:-IV: The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India. NOTE:-V: The qualifications are relaxable at the discretion of the commission, for reasons to be recorded in writing, in case of candidates otherwise well qualified. NOTE:-VI: The qualification regarding experience is relaxable at discretion of the Commission, for reason to be recorded in writing, in the case of candidates belonging to Scheduled Castes and the Schedule Tribes if, at any stage of selection, the Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

(B) EXPERIENCE: Three years’ experience in the concerned speciality or super specialitiy after obtaining the first Post-graduate Degree. DUTIES: (i) To conduct and guide research work in the speciality; (ii) To render patient care in the speciality; (iii) Any other duties that may be assigned by the authorities from time to time. HQ: Anywhere in India. ANY OTHER CONDITIONS: The other conditions of service will be laid down in the CHS Rules, 2014, and other rules in force from time to time: (i) Private practice of any kind what so ever shall not be allowed including any consultation and laboratory practice. (ii) The candidate selected will, If so required shall be liable to serve in any Defence service or post connected with the Defence of India, for a period not less than four years including the period spent in training, if any: Provided that such officer shall not (a) be required to serve as aforesaid after the expiry of ten years from the date of appointment or from the date of joining the service, (b) Ordinarily be required to serve as aforesaid after attaining the age of 45 years.

5.Specialist Grade III Assistant Professor (ENT)

(A) EDUCATIONAL: (i) A recognized MBBS degree qualification included in the First Schedule or Second Schedule or Part-II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of educational qualifications included in Part-II of the Third Schedule should also fulfill the conditions specified in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (102 of 1956). (ii) Post- Graduate degree in the concerned specialty or Superspeciality mentioned in Section A of Schedule VI i.e. Master of Surgery (Oto-Rhino Laryngology). NOTE:-I: The candidates holding DNB qualifications need to get their qualification verified by NBE as to whether their DNB qualification is equivalent with MD/MS or DM/M.Ch as per the requirement of the Gazette notification No.MCI- 12(2)/2010-Med. Misc. dated 11.6.2012 and submit a certificate in this regard from NBE. NOTE:-II: Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to Indian Medical Council Act, 1956 (102 of 1956), consequent to recognition granted or withdrawn by Govt of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI. DUTIES: (i) To impart theoretical and practical instructions to under-graduate/post-graduate medical students; (ii) To conduct and guide research work in the speciality; (iii) To render patient care in the speciality; (iv) Any other duties that may be assigned by the authorities from time to time. HQ: Anywhere in India. (ii) Post- Graduate Degree or Diploma in the concerned specialty or Super-speciality mentioned in Section A or Section B in Schedule VI i.e. Doctor of Medicine (Psychiatry); or Doctor of Medicine (Psychological Medicine); or Doctor of Medicine in Medicine, with Diploma in Psychological Medicine; or Diploma in Psychiatry (Edin) of two years course; or Diploma in Psychiatry (Mc. Gill) University, Montreal, Canada of two years’ course; or Diploma in Psychological Medicine (One year course). NOTE:-I: Holder of DNB are required to submit certificate from NBE that their qualification is equivalent with MD/MS or DM/M.Ch. degree. NOTE:-II: Any Post Graduation Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to Indian Medical Council Act, 1956 (102 of 1956), consequent to recognition granted or withdrawn by Govt. of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI. (A) EDUCATIONAL: Degree in Electrical Engineering of a recognized University or equivalent. NOTE: The word ‘Equivalent’ means pass in Section ‘A’ and Section ‘B’ of AMIE of the Institution of Engineers (India) in relevant branch of Engineering i.e., Electrical Engineering.

(B) EXPERIENCE: Five years practical experience in handling various aspects of industrial safety in a factory, dock, ship or a technical institution/organization or in Government Department dealing with the administration of Factories Act, 1948 (63 of 1948) or the Dock Workers (Safety, Health and Welfare) Act, 1986 (54 of 1986). DESIRABLE: Experience in planning organizing and coordinating of research, education and training activities pertaining to industrial Safety/dock safety (in respect of qualifications mentioned above). DUTIES: (i) carrying out surveys (including safety surveys in ports), research studies in the field of industrial safety and conducting training programs for the various levels of supervisory personnel and dock workers. (ii) Preparation of safety literature, conducting educational and training programs. (iii) Dealing with matters concerned with Factories Act and Model Rules. (iv) Work in connection with the enforcement of Dock Workers (Safety, Health and Welfare) Act, 1986 and the rules and regulations framed there under. HQ: Anywhere in India.

9.Deputy Director (Safety) (Mechanical)

(A) EDUCATIONAL: Degree in Mechanical Engineering of a recognized University or equivalent. Note: ‘Or equivalent’ means a pass in section ‘A’ and Section ‘B’ of AMIE of the Institution of Engineers (India) in relevant branch of Engineering i.e., Mechanical or Chemical or Production or Industrial Engineering.

EXPERIENCE: Five years’ practical experience in handling various aspects of industrial safety in a factory, dock, ship or a technical institution / organization or in Government Department dealing with the administration of Factories Act, 1948 (63 of 1948) or Dock Workers (Safety, Health and Welfare) Act, 1986 (54 of 1986). DESIRABLE: Experience in planning organizing and coordinating of research, education and training activities pertaining to industrial Safety/dock safety. DUTIES: (i) carrying out surveys (including safety surveys in ports), research studies in the field of industrial safety and conducting training programs for the various levels of supervisory personnel and dock workers. (ii) Preparation of safety literature, conducting educational and training programs. (iii) Dealing with matters concerned with Factories Act and Model Rules. (iv) Work in connection with the enforcement of Dock Workers (Safety, Health and Welfare) Act, 1986 and the rules and regulations framed thereunder. HQ: Anywhere in India.

10.Sub-Regional Employment Officer, Directorate General of Employment

: (A) EDUCATIONAL: Master's Degree in Social Welfare or Labour Welfare or Social Work or Sociology or Economics or Statistics or Psychology or Commerce or Education of a recognized university or equivalent. NOTE I- Qualifications are relaxable at the discretion of the UPSC in case of candidates otherwise well qualified.

(B) EXPERIENCE:- 3 years’ experience in matters pertaining to Employment Exchange Policy and Procedure or Collection of Employment Market Information or Vocational Guidance, Employment Counseling and Placement of Personnel or Collection, Analysis and Interpretation of Socio-Economic Data. NOTE II- The qualification regarding experience is relaxable at the discretion of the UPSC in the case of candidates belonging to the Schedule Castes and Schedule Tribes if at any stage of selection, the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. DESIRABLE: Knowledge of Local Language. (Bengali/Gujarati/Tamil/Mizo). DUTIES: Sub Regional Empoloyment Officer is the Head of Office of Centre. His duties involves overall supervision of the Centre and brief duties are: To render registration guidance; Arranging career talk by experts; Organising Confidence Building Programme; Issue of N.A.C.; Liaison with employers of job-development; organizing pre-recruitment training programme; smooth running of Stenography programme; to implement Special Coaching Scheme; to monitor Computer Training programme; coordination & liaison with Employment exchanges; etc. HQ: Presently the vacancies are (one post each) at Aizwal, Kolkata, Naharlagun, Puducherry, Surat, Ranchi, Jowai and Kohima with all India liability to serve at any of National Career Service Centres for SC/STs under the Directorate General of Employment.

11.Assistant Controller of Mines, Indian Bureau of Mines

(A) EDUCATIONAL: (i) Bachelor of Engineering or Bachelor of Technology in Mining Engineering from a recognized University or Institution or passed Section (A) & (B) of the Institution of Engineers (India) examinations i.e. Associate Member of Institution of Engineers (AMIE) in Mining Engineering. OR (ii) Master of Engineering or Master of Technology in Mining Engineering from a recognized Board or Institution.

(B) EXPERIENCE: Four years experience in Metalliferous (Non-coal) mines in mine management position or in the Government Department dealing with mines and minerals as Gazetted Officer possessing the qualification of Bachelor of Engineering or Bachelor of Technologyin Mining Engineering. OR Two years experience in Metalliferous (Non-coal) mines in mine management position or in the Government Department dealing with mines and minerals as Gazetted Officer possessing the qualification of Master of Engineering or Master of Technology in Mining Engineering. NOTE: The qualification are relaxable at Commission’s discretion in case of candidates otherwise well qualified. DESIRABLE: Diploma in Computer Applications (of minimum six months) from a recognized Board or institution. DUTIES: Inspection of Mines, checking violations of Mines and Minerals (Development and Regulation) Act and rules made thereunder. Advising mine owners on the adoption of appropriate technology for prospecting and mining; utilization of low grade minerals and rejects, protection of environment in mining areas, beneficiation of minerals. Monitoring mining activities in accordance with the approved mining plan/scheme of mining. Technical data processing and retrieval as and when required. HQ: Headquarters is in Nagpur with All India Service Liability.

12. Assistant Director (Physical Education)

(A) EDUCATIONAL: (i) Master’s Degree in Physical Education with 55% marks OR Master’s Degree in Sports Science with 55% marks (or an equivalent grade in a point scale wherever grading system is followed) with a consistently good academic record. (ii) Record of having represented the University/ Collegeat the Inter-University/ Inter-College competitions or the State and/ or National Championships. (iii) Passed in the National Eligibility Test (NET) OR SLET/ SET for recruitment and appointment as University Assistant Director of Physical Education/ College Director of Physical Education and Sports. (iv) Passed the physical fitness test conducted in accordance with the norms specified under Note-3. NOTE-I: Candidates, who are, or have been awarded Ph. D Degree in accordance with the University Grants commission (Minimum Standards and Procedure for award of Ph. D Degree) Regulation, 2009, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/ SET. NOTE-II: Where the University/ College/ Institution declare result in grade points which is on a scale of seven, the following mechanism shall be referred to ascertain equivalent marks in percentage:-

Examination Fee :

(a) Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card. (b) No fee for SC/ST/PH/Women candidates of any community. No "fee exemption" is available to OBC male candidates and they are required to pay the full prescribed fee. (c) Applications without the prescribed fee would not be considered and summarily rejected. No representation against such rejection would be entertained. (d) Fee once paid shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection.

ii) Candidates must upload the following documents/certificates relating to educational qualification, Date of Birth, Experience (preferably in prescribed format), Desirable Qualification(s) or any other information, as claimed in the online application, in a single pdf file in such a way that the file size does not exceed 2 MB and is legible when a printout taken. For that purpose, the applicant may scan the following documents/certificates in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Un-signed Experience Certificate etc. must not be uploaded in the Document Upload Module:-

a) Matriculation/10th Standard or equivalent certificate indicating date of birth, or mark sheet of Matriculation/10th Standard or equivalent issued by Central/State Board indicating Date of Birth in support of claim of age. Where date of birth is not available in certificate/mark sheets, issued by concerned Educational Boards, School leaving certificate indicating Date of Birth (in case of Tamil Nadu& Kerala).

b) Degree/Diploma certificate as proof of educational qualification claimed. In the absence of Degree/Diploma certificate, provisional certificate along with mark sheets pertaining to all the academic years.

c) Order/ letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement.

d) Certificate(s) in the prescribed proforma from the Head(s) of Organization(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month & year) indicating the basic pay and consolidated pay. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s). Experience Certificate should be issued in prescribed format relevant to the post. Experience certificate not in prescribed proforma but containing all the details as mentioned above would be considered on merits by the Commission.

e) Caste certificate by candidate seeking reservation as SC/ ST/ OBC, in the prescribed proforma from the competent authority indicating clearly the candidate’s Caste, the Act/ Order under which the Caste is recognized as SC/ ST/ OBC and the village/ town the candidate is ordinarily a resident of.

f) A declaration in the prescribed format by candidate seeking reservation as OBC, that he/she does not belong to the creamy layer on the crucial date, in addition to the community certificate (OBC). Unless specified otherwise, the prescribed closing date for receipt of Online Recruitment Application for the post is to be treated as crucial date.

g) Physically Handicapped certificate in prescribed proforma issued by the competent authority by Physically Handicapped persons eligible for appointment to the post on the basis of prescribed standards of Medical Fitness. The Competent Authority to issue Physically Handicapped certificate shall be a Medical Board duly constituted by the Central or a State Government. The Central/ State Government may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing Locomotor/ Cerebral / Visual / Hearing disability, as the case may be.

h) Documentary support for any other claim(s) made.
